Constantine Menges was a national security scholar and former National Security Council staff member under President Reagan who specialized in Latin American affairs. He contributed to The Weekly Standard in 2002, writing about Brazilian politics. He was also the author of several books on U.S. foreign policy and national security before his death in 2004.
