Shortly before last fall's elections, a Haitian immigrant was brutally beaten by some bad cops in New York City. The Abner Louima case quickly became notorious because four days after the beating it was reported that the cops had taunted Louima as they tortured him with the words, "It's Giuliani time." That, it turns out, was a lie. Louima has now told a grand jury under oath that he heard no such thing. What he apparently meant to say was that it's propaganda time. Mayor Rudy Giuliani's desperate political foes -- who seized on the Louima anecdote as proof of Giuliani's dark side -- were ignored by voters then and look even more foolish now.
