"He has lost much of his White House staff, the counsel of many of the people who have guided him through eight years of intermittent crisis. . . . There had been discussion as well among Mr. Clinton's advisers to set up a central operation to respond to attacks on Mr. Clinton, or a war room, but that idea has been discarded.
