This is probably the most on-message and forward-looking spot Giuliani has produced. The narrator briefly mentions the mayor's record on welfare, taxes, and spending, then pivots and advertises his proposed giant tax cut and hurricane relief proposal. It's the sort of ad that could move numbers, in other words.
