Washington D.C. lacks any regulations whatsoever on abortion, and late-term abortions are generally legal throughout the country because of Supreme Court rulings, which carved out a broad "emotional" and "mental" health exceptions to permit abortion through all 9 months of pregnancy. But members of Congress are trying to use a new tool implemented by a handful of states to chip away at the high court's abortion mandate and stop late-term abortions in the nation's capital.
