NBC Projects Scott Walker Winner of Wisconsin Recall Election

NBC News declares Scott Walker as the projected winner in Wisconsin.

The projection comes with only 21 percent of the vote in. Currently, Walker has 61 percent of the vote, while Democrat Tom Barrett has only 39 percent.
