Voters in St. Croix County overwhelmingly supported Walker in the November election, giving him about 62 percent of the vote.

Garza called Walker's bill "a monumental change ... in the way our government works with the unions of the state."

One move by a local union chapter, in particular, brought criticism from Garza.

Members of the  Baldwin-Woodville chapter of the teachers union sent an e-mail to local businesses asking for their support in fighting the bill. In exchange, the e-mail said, the union would encourage members to support the businesses.

Garza said the chapter, without saying it, was threatening to boycott businesses that did not support them. He said one business contacted him concerned about the e-mail's tone.

But Dan Lehman, president of the chapter, said the group responded with another e-mail hours later, apologizing for the first message not being clear as it should have been. The e-mail was not meant to be a boycott threat, he said.

"We by no means meant to imply we do not support our local businesses," he said.

I have always been supportive of education and held the teaching profession in high regard. I am troubled by the threatening tone of this email.

As citizens in the community our dollars help to support the local businesses. We feel this bill will not only negatively affect our schools but it will also adversely affect the small businesses that we have built good relationships with and support. We need your support in helping to stop this negative legislation. We are asking for you to contact your local legislators and to let them know as business owners you support the rejection of this bill. Please reply to this email ASAP if you support this effort and we will encourage our members to continue supporting your business. If you choose not to reply we will assume you are in favor of Walker's bill.
