I think the Cook Political Report's David Wasserman is one of the smartest election analysts out there--he writes on Twitter that he projects a Scott Brown win:
Cook Report does NOT officially call races, but if I were working for a network I would have enough #s to project: Brown Wins
With 47 percent of precincts reporting, Brown is leading 52% to 47%.
